Job Summary *Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available. This position is responsible for developing, advancing, implementing, and communicating behavioral health payment policy for the State's Medical Assistance (Medicaid) programs. The incumbent will serve as the State's technical lead and coordinator in the analysis of rate-setting methodologies and the formulation of recommendations to management on behavioral health services rate development. As the statewide expert, the incumbent will analyze rates-structure options and in consultation with Health Care Administration: Health Care Rates, Federal Relations, MCO Contract Management and Minnesota Health Care Programs (MHCP) policy team members-formulate, advance, and implement behavioral health payment rate policies. This position will establish payment rates for public behavioral health benefits, including MHCP covered procedure codes, consistent with federal regulations, Medicaid State Plan policy, legislative requirements, rate-structure policy, and Behavioral Health Division (BHD) policy goals. In performing this purpose, the incumbent will exercise expertise in established and innovative rate-setting methodologies. This position requires knowledge of and experience with applicable federal cost principles, cost reporting and cost analysis, rates-setting, legal compliance expertise, and the full range of communications and interpersonal abilities related to communicating rates to participating providers.
