Job Summary
As the Housing and Support Services Contract Manager you will oversee and manage the budgets and accounting processes initiated and administered by the Housing and Support Services Division. Further, you will develop and manage the processes, documentation and records associated with grants, contracts and interagency agreements, along with ensuring compliance with federal, state and agency requirements.

You will also serve as subject matter expert regarding the contract process, the accounting, budgeting, reporting and other functions of the Statewide Integrated Financial Tools (SWIFT) accounting system; ensuring that accounting and budget-related activities conform to SWIFT requirements. You will provide oversight and consultation to the Housing and Support Services Division staff regarding Requests for Proposals (RFP), grants and contracts.

Minimum Qualifications:
3 years of professional experience with grant management involving: evaluating, administering, and/or monitoring grant(s) proposal/agreement

Demonstrating the following:
  • Online financial, procurement, and reporting system
  • Financial management and analysis experience for use in business planning, compliance, problem identification and resolution
  • Developing tools/procedures to track spending and ensuring compliance

A Bachelor's degree or higher in Planning, Community and Economic Development, Political Science, Public Administration, Finance, Accounting or related field may substitute for 1 year of experience.
Preferred Qualifications:
  • Knowledge of federal and state laws, rules, regulations, policies and procedures with the ability to effectively interpret and communicate those to grant recipients
