I. GENERAL STATEMENT OF RESPONSIBILITIES:

The Center Director is responsible for operational oversight of the center. Responsibilities include planning and development of center, which contributes to meeting SJJS’s mission, goals and values; as well as the requirements of
other applicable federal, state and local regulatory and/or other accrediting agencies.
This is a salaried management
position. This employee assigns and supervises all staff in his/her program(s) and is accountable for the quality of program life and the staff and youth decisions and actions within each program.

II. QUALIFICATIONS:

a. Education:

§ Master’s Degree in Correctional Administration, Criminal Justice, Social Work, Education or related field from an accredited college or university.

b. General Requirements; Must have a valid State of Michigan Drivers License. Must complete and return a record of no
findings on the DHHS Central Registry Clearance; must have a criminal history free of felony convictions; must pass a physical examination which indicates satisfactory health status; must be free from communicable diseases including TB. Must have reliable transportation.

c. Experience:

§ Extensive responsible experience in institutional management of secure institutions, and juvenile treatment institutions

§ Experience in direct treatment services including residential treatment, casework, group work, family therapy and behavior modification process

d. Knowledge, Skills & Abilities:

§ Thorough knowledge of institutional management practices with particular emphasis on administrative practices, fiscal
responsibility and the treatment and care of delinquent youth;

§ Must have a through knowledge of Cognitive Behavior Therapy, Applied Behavior Modification, Family Therapy and Trauma Informed Care.

§ Practical working knowledge of modern business management practices;

§ Advanced knowledge of juvenile delinquency, juvenile law, state administrative rules and federal guidelines of concern to the field;

§ Interest in and sympathetic understanding of delinquent and dependant children;

§ Ability to manage and secure the cooperation of others;

§ Good ethical and professional judgment; adequate physical condition.

§ Thorough Knowledge of treatment theory and applied techniques, supervision and community program function;

§ Excellent writing and verbal communication skills and ability.

§ Self motivated and capable of self-direction.

III. GENERAL RESPONSIBILITIES

  • Under the direction of the SJJS Executive Director, collaborates to provide an atmosphere in which overall planning, development, and implementation of the program is consistent with SJJS policies, procedures, and goals.
  • Practices and encourages respect and cooperation between all departments and individuals working to achieve the goals of the program.
  • Provides leadership to the supervisory and management staff and accepts assignments related to the Organization's mission and welfare.
  • Provides oversight of the various areas of operation (i.e. Intake, social work services, security & food services) to ensure a system of continuous quality improvement.
  • Ensures that the established operational processes are carried out on a day-to-day basis.
  • Provides oversight of staff performance, monitors staff interaction with youth and provides immediate correction when necessary.
  • Responsible for conducting employee disciplinary procedures with appropriate documentation according to the Organizations policies and procedures and applicable state and federal employment legislation.
  • Responsible for ensuring that all operations are in compliance with all DHHS requirements, contracts and governing bodies, including the State of Michigan Child Welfare Licensing rules and regulations.
  • Responsible for the direction of supervisory staff to ensure consistency and fair employment practices.
  • When required, investigates infractions of rules and regulations as they relate to the treatment of youth and staff performance issues. Generates quality written reports, complete with recommendations.
  • Ensures that services offered meet the highest accepted standards in the field, and when necessary, institutes corrective action plans to raise the quality of services delivered.
  • Maintains contact with volunteers, community leaders and others to develop public relations, sets and assists in leadership of groups, which augments the service of the Organization.
  • Is available and responds to program and agency needs 24 hours a day, 7 days per week.
  • Works cooperatively with various committees, social agencies, welfare councils, and professional and community groups to promote and interpret the work of the Center.
  • Volunteers and participates in committee work aimed at developing and raising the standards of service.
  • Responsible for the overall implementation of Organizational goals and objectives in accord with the agency’s mission, strategic plan, and continuous quality improvement activities.
  • Responsible for review of overall organizational goals and objectives on a quarterly basis, working towards the development of the Annual Report for the Board of Directors.
  • Ensures a system of continuous quality improvement and ensures that all program systems are continuously reviewed to be compliance with the Organization’s mission.
  • Responsible for ensuring that the Organizations policies and procedures are administered in a fair and consistent manner. Develops and monitors operational policies and procedures in conjunction with the Human Resources Department.
  • Responsible for regular review of staff scheduling to ensure proper staff to resident ratio is maintained, and provides methods for limiting the use of overtime.
  • Monitors and ensures compliance with all licensing requirements.
  • Responsible for maintaining ongoing/regular supervision of all administrative staff, supervisory staff & Clinical staff to ensure a seamless system of services.
  • Assists the SJJS Executive Director in the daily administration of a SJJS treatment and/or detention programs. Performs many varied management tasks, supervises projects, prepares evaluations and reports.
  • The Center Director is responsible for providing joint supervision to the Clinical Services Manager and for insuring that therapeutic, case management and support services are consistent with the approved treatment modality (CBT/REBT/TIC), program philosophies and the mission of Spectrum Juvenile Justice Services.
  • The Center Director works directly with the staff, the CMO and County or State caseworkers performing many community relations and management duties.
  • Creates, writes and provides extensive evaluation reports, program descriptions, training materials, program procedures and other written materials.
  • Trains Supervisory, Clinical, Security and direct service staff in the all aspects of cognitive behavioral programming; youth discipline; group, individual and family therapy; program procedures; and case and report writing. Utilizes a
    cognitive behavioral approach in the assessment, planning and treatment stages with the youth and the family.
  • Conducts investigations and provides reports of staff and program incidents.
  • Supervises the structured implementation of the treatment program.
  • Does other duties as assigned by the Executive Director.

The selected candidate must successfully complete a comprehensive background check including fingerprinting, medical clearance (TB test, drug screen & physical), DHHS clearance and MVR clearance.
