NOTE: This vacancy is being posted at 2 levels, Human Resources Specialist 3 and Human Resources Consultant 1. The level at which the position is filled will be determined based on the successful candidate's qualifications.

The Minnesota Department of Human Services (DHS) is seeking a qualified enthusiastic individual to join our Human Resources.

As the optimal candidate, you will serve as a business partner to managers and supervisors by providing expert consultation and guidance on union contract interpretation, employee performance management, employment investigations, conflict resolution, reorganizations and strategic planning. The ability to handle multiple projects simultaneously and carry out assignments with minimal supervision is essential and requires strong project management and organizational skills, as well as excellent oral and written communication skills. Strong human relations skills with attention to diverse viewpoints and the ability to negotiate toward acceptable outcomes, as well as strong analytical skills deployed in contract interpretation and complex problem solving, are also critical to successful execution of this role.

Qualifications

Minimum Qualifications

There are two ways to qualify for this position - Human Resources Specialist 3 or Human Resources Consultant:

Human Resources Specialist 3:

A minimum of 2 years professional level work experience in human resources in the following areas:
  • Labor relations (contract administration, interpretation, employment law, performance management, investigations, discipline and discharge, grievance hearings, union relations)
  • Management consultation
  • Strategic planning
  • Talent acquisition
  • Job analysis/classification
  • Compensation

A Bachelor's degree or higher in Human Resources, Business Administration or related field may substitute for 1 year of experience.

Human Resources Consultant:

A minimum of 3 years professional level work experience in human resources the following areas, at least one of which must be within the labor relations category:
  • Labor relations (contract administration, interpretation, employment law, performance management, investigations, discipline and discharge, grievance hearings, union relations)
  • Management consultation
  • Strategic planning
  • Talent acquisition
  • Job analysis/classification
  • Compensation

(A Bachelor's degree or higher in Human Resources or Organizational Management or related field will substitute for 1 year professional level work experience.)

At either the HR Specialist 3 or HR Consultant level, candidates must minimally meet these additional required qualifications:
  • Critical thinking and problem-solving skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.
  • Ability to work collaboratively in a team environment.
  • Communication skills sufficient to explain sensitive, controversial and confidential information to employees, management and staff in a clear and concise manner, while adhering to data privacy laws and requirements.
  • Ability to adapt to change, lead change, and be resilient in a potentially ambiguous environment

Additional Requirements
  • A Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
  • Employee reference checks will be conducted on all finalists. This may include a review of documentation related to job performance. It also includes contact with the applicant's former employer(s).
