The incumbent leads policy development and utilizes advanced technical expertise to develop and improve a broad range of Minnesota Health Care Programs (MHCP) policies. The position provides leadership and technical expertise specifically for development of new Behavioral Health benefits policy, provider qualifications policy, School Children Therapeutic Services and Supports (CTSS) policies, and other statewide service delivery standards. Responsibilities include managing the implementation of an unprecedented and highly-complex statewide mental health rates structure; and managing cross-agency implementation of statutory Behavioral Health Services, and submission to the federal government of Medicaid State Plan Amendments.

Three (3) years professional experience administering mental health program policy and benefits, rates, billing and claims, eligibility, or service authorization policy for public healthcare programs.
Experience must clearly demonstrate:
*Bachelor's Degree in Social Work, Psychology, Education, Public Health, or another related fields may substitute for one (1) year of work experience.
**Master's Degree in Social Work, Psychology, Education, Public Health, or another related fields may substitute for two (2) years of work experience.
