The Project Management consultant shall work in conjunction with the Business Modernization Project team and a System Integrator to conduct project management tasks associated with licensing and enforcement system development.

SCOPE OF SERVICES:

  1. Provide the full scope of industry-standard project management practices (e.g., PMBOK and IEEE) and deliverables in a project management capacity
  2. Manage the BMC2 project including working with the Systems Integration (SI) Project Manager to ensure development and implementation of the SI contract deliverables.
  3. Manage the State and Contractor's Project Teams, including coordinating activities of departmental staff and Contractor staff as necessary.
  4. Coordinate project activities to dovetail with SI Contractor's activities (e.g., organizational change management and training) related production operations and California Technology Agency, PLAN-IT, BMC2 Stage 2 development activities.
  5. Ensure appropriate and consistent communication with all stakeholders.
  6. Coordinate with and manage a wide variety of project stakeholders including State department executives, Contractors' teams, Independent Project Oversight Consultants (IPOC), Independent Verification and Validation (IV&V) contractors, and State Project Coordinators.
  7. Deliver all products and services as specified in Paragraph 6. contractor's Project Management Services and 7. Acceptance Criteria below for the State's review.
  8. Consultant shall provide a weekly status report as specified by the DCA Project Coordinator.

MANDATORY QUALIFICATIONS:

  1. Two Project Management engagements, within the last 10 years, for a State of California department Information Technology project. Each of these two projects must have had a budget of at least $5 million.
  2. One engagement managing at least one project with multidisciplinary teams that include technical and program staff, consultants, and stakeholders
  3. One Project Management engagement using the AGILE methodology approach

DESIRABLE QUALIFICAITIONS:

  1. One to three years experience managing projects with a governance structure that includes multiple state entities
  2. One to three years experience managing the deployment of a system that serves multiple programs' needs
  3. One to three years experience managing projects delivered by contracted system integrators
  4. One to three years experience managing concurrent system development and production operations
  5. One to three years experience developing State of California Department of Technology Stage-Gate Project Approval documents

The compensation for this position is $110,000 to $140,000 per year depending on experience and qualifications. Employees are also eligible for performance-based bonus/ to participate in a performance-based incentive plan. This position is eligible for a benefits package including; medical, dental, vision, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, 7 paid holidays and 13 days accrued PTO.
