SUMMARY:
The Air Force Special Operations Command (AFSOC) USAF Special Operations School (USAFSOS) Theater Engagement Department has an on-going requirement for language, regional expertise, and culture (LREC) training and education. Theater Engagement (TE) training and education will be carried out at AFSOC's training and education institution, United States Special Operations School (USAFSOS) and at operational units (CONUS and OCONUS).

Responsibilities

  • S300 BPACS is a Defense Security Cooperation Agency (DSCA) approved culture general seminar for international aviation security allies/partners and SOF students that serves as an engagement tool for building partner aviation capacity networks and mutual understanding.
  • The seminar is designed to educate attendees on the core attributes and varied international approaches to aviation enterprise development as it benefits national security strategy formulation and execution.
  • The BPACS examines different approaches to aviation development based on differing national security priorities by providing international attendees deliberate opportunities to present their own strategies to seminar counterparts.
  • In particular, the seminar presents relevant topics on the means through which the US seeks to build partnership aviation capacity.
  • Topics are selected based on guidance presented in the 2017 US National Security Strategy, 2018 US National Defense Strategy, 2013 US Presidential Policy Directive 23 on Security Sector Assistance, the 2016 USAF Global Partnership Strategy, and the USSOCOM CDR priority to Advance Partnerships.
  • The target seminar group is 20 US and 20 international participants. When possible, seminar participants are recruited from priority SOF countries. The course features resident faculty instructors, along with guest civilian and military subject-matter experts from across the US Interagency structure from international security organizations, as appropriate.
  • Plans and executes two week-long residence and non-residence seminars in both English and other languages, as directed.
  • Creates agendas, develop lesson plans, recruit expert guest speakers, organize hospitality events, manage classroom and seminar logistics, orchestrate field studies, and teach lesson blocks, as required.
  • Ensures course conduct follows USAF Instructional Systems Development (ISD) guidelines.
  • Manages the curriculum development/review process to ensure course meets or exceeds the needs of SOF customers.
  • Work with the USAFSOS International Military Student Officer (IMSO) to welcome international students ranging in rank from senior enlisted to general officer.
  • Ensure certification of BPACS curriculum is in concert with DSCA requirements for Expanded International Military Education and Training (E-IMET), the OSD Counter Terrorism Fellowship Program (CTFP), and relevant regional Congressional funding authorities.
  • Orchestrate in depth logistics support plans for hosting international students to include weekends before, during, and after seminar, as required by individual needs.
  • Duty during the actual BPACS course will occasionally include hours beyond normal 0730 to 1630 weekday schedules.
  • BPACS iterations are conducted a maximum of four times per year.

Qualifications

  • Have at least a master's degree with at least 18 under-graduate semester credit hours and 24 graduate semester hours directly related to US national security strategy, international relations, aviation leadership, political science, or other related academic discipline to be approved by the Government, or;
  • At least 2 years of recent (completed within the last 18 months) experience teaching and a master's degree in a closely related field to be approved by Government, or;
  • At least 3 years as a Combat Aviation Advisor or related experience (Special Force, etc.) and a bachelor's degree in any field.
  • Official transcripts for each college degree claimed must be provided.
  • Master's Degree preferred, Bachelor's degree required in political science, conflict management, military science, international relations, regional area study, or related field

Experience

  • Have a minimum of 5 years of formal military or US government experience in international aviation partnership building. Experience must be verified by DD Form 214.
  • Have at least 2 years of experience teaching to military audiences.
  • Have experience in developing curricula and teaching materials related to the area of expertise for course at the undergraduate and graduate level.
  • Have at least 2 years of experience living overseas directly supporting a U.S. Department of Defense aviation security cooperation mission.
  • Knowledge of a foreign language is preferred, but not required.
